About Our Honorees

Together, our honorees exemplify the types of affordable housing leadership Arlington needs to ensure not just a sufficient supply of housing but good quality, well-managed homes that improve the lives of residents.

The 2021 honorees include:

Elder Julio Basurto
Julio Basurto has served as an ordained elder at Solid Rock, Seventh-Day Adventist Church since 2016. He has also helped build partnerships with other churches and Celebrate Recovery, a 12-Step Christ-centered recovery program. Julio is the owner of JB Interpreters and is most known for his simultaneous interpreting work at various school, county, and non-profit events in the DC area. 

 Julio is a proud father of three beautiful children and has lived in Arlington, Virginia since 1986 when he arrived from Lima, Peru as a child. He is highly influenced by witnessing his dear parents who held high roles in Peru and then struggled to start from zero and move on to accomplish great things in Arlington. 

Julio is a former tenant at the Serrano Apartments, owned by AHC Inc., where he lived from 2015-2021. He became a community leader under the leadership and direction of Janeth Valenzuela, Arlington Community Advocate, and other community leaders. Julio and Janeth have worked for almost three years to help strengthen tenant rights and empower tenants. With the help of many partners, including VOICE, BU-GATA, ASHPA, and the Arlington Chapter of the NAACP, Julio and Janeth have sparked the organizational and oversight reforms needed to improve conditions at the Serrano and elevate the voice of residents of affordable housing with property ownership and management and with the County.

Julio also serves as part of Arlington School Hispanic Parents Association (A.S.H.P.A.) leadership helping improve community, immigrant, educational, and police matters within the Arlington Community. He believes tenants can, have, and will continue to make change in Arlington, Virginia and beyond so all families and future generations will be able to share the blessing that is Arlington County. Julio and his group of leaders are creating a new Tenant Association Network to continue this work for future generations.


Nina Janopaul
Nina Janopaul was President and CEO of the Arlington Partnership for Affordable Housing (APAH), a non-profit, regional, award-winning, affordable housing developer, from 2007 to 2021. Ms. Janopaul was featured on the cover of Affordable Housing Finance Magazine as one of 10 “Wonder Women” in affordable housing (March 2019). During her tenure at APAH, Ms. Janopaul grew the staff from 3 to 38. APAH owns 19 properties with 2,000 units valued at $500 million, with another 1,000+ units in development throughout the region. Nina led the organization with a deep commitment to resident opportunity and social justice. Ms. Janopaul was active in the community, serving in leadership roles on numerous public planning processes, nonprofit boards, and commissions.

 Ms. Janopaul co-founded Capital Strategies Consulting, Inc. (CSC) in 2001 and returned to consulting at CSC in July 2021. Ms. Janopaul earned a bachelor’s degree magna cum laude from Harvard University. She lives in Arlington, Virginia where she and her husband Bart raised their two children, Za and James. She is an active member of St. George’s Episcopal Church. In her spare time, Ms. Janopaul enjoys travel, kayaking, biking, tennis, swimming, and book clubs.


The Honorable Mary Margaret Whipple
The Honorable Mary Margaret Whipple represented the 31st District in the Virginia State Senate from 1996 to 2012. She chaired the Senate Rules Committee and was a member of several standing committees and legislative commissions including the Virginia Housing Commission. She was both a member and chair of the National Conference of State Legislatures’ Committee on the Environment. As a member of the Arlington County Board (1983–1995), she worked on transportation issues and served on the WMATA Board of Directors. A former instructor at Northern Virginia Community College, Mrs. Whipple was appointed to the Arlington County School Board in 1976 and was Chair in 1978. She served on the Board of Directors for the Alliance for Housing Solutions from 2012 to 2020, is on the Board of Trustees of the Arlington Community Foundation and an Honorary Member of the Board of Scenic Virginia.

The Ellen M. Bozman Affordable Housing Award is given annually to an individual or organization that has significantly advanced efforts to increase the supply of and/or to improve the quality of affordable housing in Arlington through leadership, innovation, and effectiveness over time.
